I did not subscribe to ITUNES.COM/BILL,ITUNES.COM but at the same time I have ITUNES.COM/BILL, ITUNES.COM withdrew $ 30 from the Card, please return them back

Why do you think it's a subscription (you can't have a subscription to iTunes itself) ? Does it show on the purchase history of any iTunes account you've got linked to the card : See your purchase history in the App Store or iTunes Store - Apple Support ?
