Burn to CD

Is it still true that we cannot burn an album purchased from Apple Music to CD?

To be clear, you don't purchase music from Apple Music. You essentially rent it. You have no rights to make a copy.

If you get it through an Apple Music subscription, yes.

If you individually purchase it, no, but you're supposed to gift it through the iTunes Store instead of burning it.
