You will have to completely erase the device either by forcing it into recovery mode and restoring iOS with iTunes or using Find My iPhone.

Then you'll have to set it up as a new device.

Do NOT restore a backup made after you set the screentime/restrictions passcode. If you do, you'll end up right back where you started.
