I am trying to purchase something in one of my apps but it says can not be completed at this time and contact Apple support but there is nothing in Apple support that helps me

If you supplied a credit or debit card, check its details. If they're correct, or you're using a different payment method, click here and ask the iTunes Store staff for assistance.
