Your Apple ID has been disabled in App Store and iTunes (error)

i got an error saying my apple id is disabled in app store and i tunes thats it it works with other stuff but downloading apps so someone please help me my phone is useless without apps and my phone has no apps because I restored so now its as if I got a new phone.
