Adding songs/playlists from Apple Music from PC to iPad (I have no Apple Music subscription)

My iTunes music is now in Apple Music on my pc. I know that I can add music to iPhone with the Apple Devices app. I have not subscribed to Apple Music. My question is: Can I add songs/playlisits from Apple Music on my pc to Apple Music on my iPad? Would the Apple Devices app be what I would use?

I'd love details if so. I only used the Apple Devices one time! Thanks so much.
