Daughter cannot download apps due to billing

why cant my daughter download app on her phone. She gets a message. “There is a billing problem with a family member's previous purchase. Ask the family organizer to update their billing information.” I have checked on my end i dont see anything pending or unpaid

Settings > Apple Account (your name) > Payment & Shipping - does it indicate any problem with the card on file?
