Safari bookmark EDIT feature missing on iPadOS 26.1

The edit feature on Safari bookmarks is missing with the new iPadOS 26.1. I can add folders and select bookmarks (which shows the “hamburger” to move them) but when I do, they just drop back to where they were in the list. Has anyone found a solution to this? Thank you.

Are you trying to reorder folders? If so, tap the “…” icon, tap Sort By and choose None. Then, in the sidebar, long-press a folder, move it around a bit (so that it stops displaying its content) and move it.

I can move bookmark folders this way on my iPad (iPadOS 26.1). Note that I’m using the Compact view.
