End to end encryption / data protection issues /syncing to iCloud

I’m unable to access advanced data protection to deactivate, unable to add recovery contact, unable to sync any data to iCloud or retrieve any files or photos or data drom icloud to my trusted device. Error says requires end to end encryption and error unable to sync try again later…it’s been 3 months or apple account settings need updated to use end to end encryption….i’ve created a new iCloud account as I was tired of loosing my data every time I work with apple and they ask me to factory reset the device. New account has zero issues. Apple account I need to access (old) also will not let me assign a recovery contact create a recovery key or turn off advanced data protection or on web access to iCloud data.
