Tapping Wifi icon ((( on status bar immediately toggles the WiFi to OFF. Vicious. Tahoe 26.1. Reproducible. No change after restart. Help.

Reproducible for you, but still an issue specific to a small number of people. For example, see:

I suspect you have a 3rd party extension causing issues. See if the problem is present when you boot in safe mode, which disables 3rd party extensions and performs some system cleanup.
