Can I add new file types to the file types that Preview supports in OS Tahoe? Specifically, I am looking to use Preview to quickly view CorelDraw Files which are a .cdr extension. If I use the spacebar to have Preview look at the file it then has me open Corel Draw which is time consuming and defeats the reason for using Preview for a quick look.

Preview isn't displaying the QuickLook (space bar) rendering. Corel could provide a QL importer which would then allow you to QuickLook the image. It would most likely come with the app, so if it isn’t rendering in QuickLook, contact the developer and ask for one.
Only LibreOffice can open Corel Draw (.cdr) files, though it cannot edit or write them. It is an insanely proprietary image format that even the current GraphicConverter 12.* does not support.
Not all of these will open in Preview on Tahoe 26.1. Microsoft Office documents, EPS[F], and any camera raw format not currently supported for the current operating system version will not open. Apple's Pages, Numbers, and Keynote documents will open only via the Preview Open panel and not from a Finder Open With sub-menu.
Preview only supports file formats that Apple includes. CorelDraw doesn’t appear to be among them, and only Apple could add it (if they choose and likely with permission. There’s no way to ‘force’ Preview to recognize a new file type it doesn’t support (though you can make it the default app for files it does).
