On my iPad 2025, I have turned off iCloud Photos sync. In the corresponding menu entry, the function is indicated as turned off. However in the list of iCloud parameters, iCloud Photos sync is still indicated as turned on.
Am I missing something here?

When you click on the arrow next to "On" what does it tell you?
Do you have other devices connected to iCloud?
Have you tried a forced restart of the iPad?
This is different from a simple Power Off. For me, the logo appears way after the Power Off notice.
SOLVED: I have now cloned the iPad 2025 from another iPad which does not show the issue and now the issue is gone on the iPad 2025. Wonderful digital world
So weird! Being lazy, I'm still on ipadOS18, so I don't see this-- although I'm hesitant to turn iCloud on and off just to see how it works.

I am using iPadOS 26.1 on a brandnew iPad 2025. I successfully did a forced restart, but the situation remains unchanged. When I click on the arrow next to "on", I get the screen that I attached to my original post.
I have several phones and iPads, a MacMini 2018 (Intel) and a Macbook Pro 16 (2024) running on my apple account. I have turned off Photos iCloud sync on all of them yesterday. The status of Photos iCloud sync was displayed consistently on all except for the iPad 2025.
I have now done a clean factory reset of the iPad and the issue persists. I suspect this is an issue with the ne 2025 iPad. How can I report this to Apple so they will see it?
It would be nice to know what the difference was, what might have caused the problem…
