This is a security feature.

If your previous iPhone have been synced with Passwords or Keychain, you will need to enter the passcode for your previous iPhone. If you don't remember the passcode, tap "Forgot" where you can select several of your previously owned devices if you can remember the passcode from there.

If it is impossible to remember previous passcodes, select Can’t Approve and follow the instructions.
