How to connect an Apple Watch Series 4 with iPhone 11 running iOS 26.1?

I just got an Apple Watch for the first time. It is a series 4. I have an iPhone 11 with the newest 26.1 iOS update. I am having trouble getting my watch and my phone to connect. I’m aware that my series 4 watch cannot update anymore because it is no longer compatible with the iOS update ability or whatever but I’m not sure what else to do other than call Apple and get support or return it and get a different series. Any tips on getting it to connect?

Older Watch can connect to newer iOS, and AFAICT this combination should work.

Did whoever provided this watch prepare it for transfer?

What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else - Apple Support

If the seller has disappeared, you may have a lost or stolen device, and those are activation locked and not useable.
