Shared Photo Library not syncing after transferring photos

I had a shared Apple ID with my husband for years (with a large photo library). Last year I created my own Apple ID. I wanted to get access to our photo library. My husband created a shared library, invited me, and attempted to move all the photos to the shared library but the process got stuck... now the photos are not syncing at all. How should we proceed?
