How to resolve 'Contact Family Sharing plan administrator' error for non-Family Sharing app on iPhone?

One of the adult members in my family sharing group is not able to log into an app on their phone. They get a message saying to contact their family share plan administrator. But the app he is trying to update isn't even part of our family sharing
