Try adding a different payment method. Not sure if you requested a refund from Apple or disputed the charge through your credit card, but it is likely that payment method is no longer considered valid. Disputing a credit card purchase would imply that the transaction was fraudulent and someone else may have your card information.

What happens when you try to add the iCloud subscription, do you get a message on the screen? If you are unaware of a purchase on your account, it would mean either your card has been compromised or your Passcode is known by someone else who you did not know could make purchases on your device. Apple will want to prevent this from happening again. and in some cases accounts can be disabled for purchases until you reactivate it again and make sure it is secured. The only way a purchase can be made on your device is by double clicking the side button with the amount showing on the screen, followed by verification with Face ID/Touch ID or Passcode.

What do you mean by "reported" the wrong payment?

Adding a Method of Payment:

You need at least one Method of Payment Assigned to your Apple Account. This is because even free apps have the option for purchases from within them. Go Here: Add a Payment Method to your Apple Account - Apple Support

Finding a File in iCloud Drive:

One unique method...

Download All of iCloud:

One thought would be to download all of iCloud Drive, and then search through it in Finder on a Mac. You would download it to an external drive, and then open the drive in Finder. Search through it using the search bar on the top-right corner of the Finder window. Once found, you can trash the iCloud download. Use my user tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip
