The name "shared album" is a bit misleading. Shared albums are very different from the albums. They are more like a stream. previously they have been called "Shared Photo Stream" when Apple introduced them in 2012 on OS X 10.8 Mountain Lion. They have been a very early chat with pictures. we are supposed to use them this way:
That is why the photos are presented in a shared album in the order we add them to the album. Otherwise the chat - the sequence of comments and added photos by the other participants would make no more sense, if we could rearrange the photos.
if you want a particular sequence of photos share them one-by-one, in the order you want. And invite the participants only once you have added all photos, so they will not be alerted about new photos, every time you add a photo. and the order may be messed up again, if someone comments on a photo. This could move the photo with its comment to the end of the shared album.
Since macOS Sequoia (or iOS 18) we can sort a shared album by the date the photo has been taken. So you could try select the photos for the shared album in a way that they will be in the order you want, when you sort the shared album ascending by date.

Thank you, Richard. The initial purpose of the Shared albums is a bit obsolete now. We can now much easier share individual photos and talk about them using the messages on our iPhone.
Apple renamed the Shared Photo Streams to Shared albums after the web journals and web slideshows have been discontinued with iPhoto iOS in 2015. There was nothing else left to create web galleries in Photos for Mac or iOS. But the shared albums are not yet really a good substitute for the old journals or slideshows. I am currently exploring the "Spaces" in Luminar Neo, if they are suitable for web galleries.
Pictures aren't transferred to a shared album. Totally new versions of the pictures are created with lower resolution and some attributes missing. Shared albums are provided free-- these new pictures don't count against your iCloud storage limit.
