Do calls go straight to voicemail if the recipient is in an area with no service?

If I call someone and they're in an area where there's no service, will my call go straight to voicemail?

A few days ago, my partner told me that he’s going to be in an area of his job site and it won’t have service, and told me not to call (cause he won’t have service). I tried calling him last night and it went straight to voicemail. It didn’t ring, just went straight to voicemail.

My text messages are going through, but he doesn’t have read receipts on, so it’s marked as delivered. I tried calling him again, but it went straight to voicemail.

This is my first time having an Apple product, so I’m very new to all of this and it’s causing me to have a little bit of anxiety.

This would be the same with an Android or any non Apple devices.

If you have no cellular signal, phone doesn't ring, and you get voicemail.

Same with text message it may seem to go through doesn't mean he will receive it.
