No option for notifications to wake Apple Watch with “raise to wake” off?

How come there isn’t an option for notifications to wake my series 11 Apple Watch with the “raise to wake” option off? I drive for a living so I don’t like having the raise to wake option on as it wakes too much while driving. There should be a setting under notifications where I can pick certain notifications to wake the watch for a short period of time and display the notification. Then goes back to sleep if I don’t touch the watch.
