Cannot activate Airtel cellular on Apple Watch SE3

I'm on Airtel postpaid plan. I use iPhone 13. I'm unable to activate cellular on my Apple Watch SE3. It just says activating and nothing happens. I went to Airtel store, they reset the network from their computers, tried setting it up but that didn't work either. It is again stuck on this same screen which says "Activating". It's stuck here for more than 24 hours. I tried resetting apple watch and restarting my iPhone but still not working. Please help.
