If you purchased this on a rack where the public has access, then it may be the case you were scammed there and it was the store that failed to protect your purchase. I would recommend to only purchase any Gift Card from a retailer where they are sold securely. When open to the public a scammer can grab a bunch of those cards and write down the PIN. The scratch off stickers can be purchased from sites like Amazon and they just put a new one on there. After they put the card back, it is just a matter of waiting for you to pick it up where it is activated in the Check stand.
Ironically some of these same retailers lock up products that can be stolen from them where they lose money, but don't feel the same way when it is their customers that are losing money. Getting your money back in that case may be difficult, but some retailers have stepped up. The same scams happen with Google Play Gift Cards and the other ones on the rack too. You certainly can contact Apple, but it really is the retailer that is responsible for any purchase you make in their stores.
