How come my wallet didn’t back up ?

Ok so I purchased iCloud + because my iPhone said I was low on data and I assumed that it would automatically give me more storage however when my phone started acting up I checked my automatic updates and it said that I couldn’t update my iOS 18.2.6 because I didn’t have enough storage space, I was confused so I checked and my iCloud storage was almost full and still said I only had 64GN however my iCloud + had 200GB ! So I signed into my Apple account and offloaded my apps to my iCloud + account and then I updated my iOS and went to bed however when I woke up even though I was signed into my cellular data and I phone I couldn’t connect to the internet! So I called support and they reset my network and then my phone and then they had me turn it off for ten seconds and power it back on again no internet connection however all of my data and apps were on my phone and working except my wallet! I had to add everything all over again and I had 3 digital gift cards on there that I couldn’t add on , so I lost them. I still can’t connect to the internet even though it says 5G on my phone and I am connected to my cellular data and signed into my WiFi network which is running every other thing it’s connected to fine.. I’m lost and I really need some help please
