Static ip keeps reverting on mac os

When I try and set a static ip for a wired connection through a usb dongle, as I type the new ip in to the settings window after a few seconds it will revert back to the old ip. Sometimes it will change, but sometimes it won't.

Here's a screen recording of whats happening. Only hitting number keys, not leaning or bumping on the track pad. M1 macbook pro, os 15.7.1.
