This option seems glaringly absent. Exporting to video is only available for Live Photos but not loop or bounce. Those effects can’t be easily replicated because the photo app stabilizes the loop effect.
is this on the to do list for a soon update?

It's possible to do. To send it to another Apple device, like a Mac, using Airdrop will turn it into a video when you send it. Alternatively, you can open the Share Sheet (box with the arrow pointing up), then choose Save to Files > Save. Open Files, navigate to the exported video, open the Share Sheet again in Files, then choose 'Save Video'. A little janky, but it should work.
