Can access Icloud on laptop but not on Iphone

Why can't I click on icloud on my ipone? I can sign in on my laptop and my Iphone is working fine, but the Icloud button under my name is grey. I dont have VPN on. I restarted my phone. I dont want to sign out in case some info isnt backed up
