I would like to create a new iCloud account to use on this same phone but I do not want to lose the photos and videos I have on this phone when I do that. How do I or can I save all of my photos and videos on the phone so they are there when I sign into the new account?

You have all your pictures at your account "#1" at iCloud Photos, is that right? Are you using "Optimize Storage" on your phone? If so, then your full pictures aren't on your phone, so that's harder. But if you have been using "Download Originals." then all your pictures will remain on your phone when you change to account "#2," and they will be uploaded to the new iCloud Photos. They should remain in account "#1."
If you are using "Optimize Storage," then when you turn off iCloud on account "#1", you're given the opportunity to download all your full picture files, but this won't work if you don't have the room on your phone to hold all the pictures. In that case you may need to use a computer that has enough space.
