Pairing issue with replacement AirPod and used iPhone 12 mini

Hi, I have AirPods 4 that were previously connected to an iPhone 11. Then I lost my phone and one AirPod. Now I bought a replacement AirPod and a used iPhone 12 mini, but I can't pair them. I open the case and the light flashes orange. If I double-tap, it turns white for a second, then goes back to orange. Any suggestions? Thanks.
