FaceTime connection issue in Russia since October 16 on iPhone

Hello, I came across a situation where FaceTime does not give permission to connect an interlocutor. I live in Russia, and just recently, on October 16, everything was working fine, after that date, I cannot confirm the connection of the interlocutors to the dialogue. What could be the reason?
