Hello, I bought a new iPhone and wanted to transfer my data from one device to another. I deleted photos from iCloud and from Recently Deleted to save space on the new phone. But for some reason, the photos were deleted everywhere, including on the old phone. Is there any way to recover them? The backups don't have the date I need.

That is exactly what it means to sync iCloud data across devices, if you delete from one device they are deleted everywhere. Normally, they will remain in the recently deleted folder for 30 days in case you change your mind, but if you do the extra step of also deleting them from the Recently Deleted folder, then they are gone for good. Backups do not save iCloud data, so they will not be stored there as you would be doubling the amount of iCloud storage required. Unless you saved those photos in another location yourself, those photos are unable to be recovered.
