Screen Time isn’t allowing my kids to communicate with their contacts

Even though it’s enabled in the Screen Time settings. It keeps asking to “add the contact,” but the contact is already saved on the device. Nothing changes — it continues to request authorization every time. They are not even able to communicate with me. I have been using "schreen time" for year, I am familiar with the setting but this is new.
