I wanted to roll back to the previous version of iOS and made a backup, the photos were kept in the backup, but when I chose this backup, all the photos were deleted from there. Please help, is it possible to return them somehow?

What kind of backup did you make? An iCloud backup or a backup on a computer?
The iCloud backup does not include the photos and videos, if you have been using iCloud Photos. In that case you have to enable iCloud Photos again and recover your photos from iCloud. See: Get help with missing photos - Apple Support (the paragraph: Make sure iCloud Photos is turned on).
All my photos have been deleted!
