How do I share my phones iCloud+ with my iPad i connect the share option but it’s still not letting me back up my iPad saying not enough storage to buy more but I got heaps on my iPhone i want t share with ipad

If the iCloud storage amount that shown is incorrect, then you should sign out of iCloud on your iPhone, and then sign back in. Do so in Settings > your name (top item) > Sign Out(bottom item).
