Safety filter applied to trees, boats, and clouds in Photos after iPhone update

I have previously had no issues using the clean up function my photos, however after the last update I am finding that it is applying a safety filter over trees and boats oh and clouds! I have also tried to remove people from images as I need to post photos of event set ups for work without people in them This is crazy and whilst I have found a work around it is timley and not what one would expect when buying a $2000+ phone.
