iPhone 17 Pro Max icloud photos and videos blurry/glitchy

Okay yall so I was having this issue and it was making me incredibly angry but I think I figured it out.

After upgrading my iPhone 15 Pro to the 17 Pro Max none of my older videos or photos that transferred over icloud were loading or playing properly. The photos were blurry and the videos were glitchy or when I tried to watch a video and slide forward or backwards it was jumping and not loading properly. If you are having this issue I am pretty positive all you have to do is this

Settings -> Apps -> Photos

Switch from Optimized iPhone Storage to Download and Keep Originals.

Anyways hope that helps anyone having this issue!
