I am having an issue with valid URLs with an odd form not loading in Safari, is this related to Lockdown Mode?

I am struggling to load several web sites that are some form of re-direct through AWS.me cloud services. These URLs are typically of the form that has two HTTPS in the URL connected by a /LO/. It looks kind of like a re-direct. These don't work for me in either Safari or Chrome. I am wondering if this is related to Lockdown Mode, which I have turned on right now (and unable to turn off for some reason).


I cannot use Safari to disable Lockdown Mode for this specific website before attempting to open it, and I can't disable it for an error page. I also cannot turn off Lockdown Mode and reboot for some reason. Separate issue.


Anyone able to explain why this URL doesn't work and how to fix it? I get a lot of these URLs for downloading secure documents from commercial entities that provide quoting, bids, insurance documents, etc. distributed in this manner. Here is a screen shot of an example "address is not valid" that will not load.
