Missing 'Downloads' button in Safari on updated iPhone

I can no longer find my downloads in Safari. My phone is updated, but Apple’s instructions on the website do not match what my browser looks like. The page settings button is different and when selected, does not have a “Downloads” button. I cannot view Safari downloads, which do not go to Files.
