Safari has started rearranging my tabs again!

I have a bunch of tabs in Safari that I leave open in the main tab group I used. I have many of them in a very specific order, with the ones I used most at the beginning. Lately, I've been finding that Safari has, on its own, scattered my tabs around into a different order. I move them back into the order I want (a long and laborious process) and they stay for a bit, but then, suddenly, they're rearranged again!

I only have one Apple device (my iPad 9), so it's not an issue that could be related to syncing asking different devices. (My iPad is the only device I use Safari on.) I also tried decreasing the number of tabs in the group by moving some into a new tab group, but that hasn't helped any (other than to make it just slightly faster to rearrange my remaining tabs back the way I want them. It seems to mostly affect my most frequently used tabs (I think) and the tabs that are originally further to the left. (The most recent tabs I opened, which are all the way to the right, seem to stay there and in the same order.)

How can I make Safari stop doing this?!? I really don't want to have to keep rearranging my tabs back the way I want them! I had this problem a while back, but then it stopped (for reasons unknown) and now it's returned (for reasons unknown).
