Restoring a deleted end-to-end encrypted Messenger message on iPhone 16

I need to restore a deleted messenger message. I have the iCloud storage back up thing turned on. It is an end to end encrypted message… can I access it and restore it if I provide that 40 digit pin? I really have to get this message back. I have an iPhone 16
