safari doesn't work at all

For a while now my safari on my iPhone hasn’t worked at all. When I press on the icon I just get a black screen and nothing happens. When I go into safari in settings it lags which doesn’t happen with any other apps/settings, I’ve tried deleting the web data and stuff but it hasn’t made a difference. Only time I’ve been able to access safari has been when I press on a link and it opens in safari but once I close the app it doesn’t work again. I’ve been using a different web browser and I’ve set it as my default so it’s not really an issue but I’d like to sort it out or find out what the cause is. Also, it started on my iPhone 11 and when I upgraded to a 15 last year the issue persisted, no other apps/settings have given me any issues.
