Preventing previously downloaded apps from being reinstalled in Family Sharing

Hi so I have added my daughter on my family sharing and I don’t want her to download certain apps so I put a password on her downloads but as she has once downloaded TikTok on her phone it is still on her cloud so can download it without needing a passcode, is there a way I can change this so she can’t download it ? Thanks
