I don't think there is a real "fix" yet. But keep it all in perspective. On my Intel MacBook Pro 16" 2019 computer if I simply wait about 5 seconds (I timed it), the requirement for entering a password is replaced with options to either enter a password OR use Touch ID. One just needs to wait about 5 seconds, during which the user images flash a few times, and after the ~ third such flash the option for Touch ID appears.
I suggest people affected by this try waiting for a little while, the Touch ID option always comes up, just after a short delay. If your delay is longer, feel free to report that.
I think this ~ 5 second delay should not be occurring so there is some flaw for certain Mac models, not all. However, since the consequence of this seems minor (having to wait ~ 5 seconds) my guess is that it is way down on the priority list for bugs to fix. Also, if it affects mostly vintage or obsolete Macs, that will lower the priority even more.
I have read elsewhere that this occurs due to some interaction with handoff to iPhones. That makes some sense because authentication is part of that handoff, perhaps the OS is waiting for or looking for such authentication. But it seemed so minor to me I never investigated this possibility any further in the Mac and iPhone handoff settings.
