I set up a new album to transfer my holiday photos to, as advised in Help, but when I opened Photos none were there and I haven't been able to retrieve them from iCloud. Why is everything so difficult with a Mac!

Is it possible you have created more than one Photos Library? You can see a list of Libraries by closing Photos and option-clicking the Photos icon to get this dialog:
As you can see, I have several. If you have more than one, you can choose to view each with this dialog.
Only the System Library can synchronize with iCloud Photos.

You didn't by any chance delete those photos from the library after adding them to the album, did you? If so, that would have deleted them from the album as well. An album is just a list of photos (and videos) in the library, not a separate storage location.
