Pencil USB-C does not connect to iPad Air 13-inch

I have big issues with connecting my Apple Pencil USB-C with my iPad Air 13 inch. No bluetooth connection visible and resets of iPad did not work as where as the pencil and iPad are fully charged. Please advise what possibilities are left.
