Missing Apple Intelligence switch on iPhone Air with iOS 26

I went to Settings/ Apple Intelligence &Siri; updated my voice commands for Hey Siri/Siri and the other Siri questions; then looked for the Apple Intelligence Switch pictured in the setup instructions from Apple; but nothing there. Thus no way to turn on Apple Intelligence. What to do?
