Sequoia does not support 32-bit applications. So if the main Quicken 2017 application was 32-bit, you would not have been able to run it on Sequoia at all.
That said, there could be other compatibility issues with Tahoe.

That is, when macOS 28 comes out, it is likely that there will be no Rosetta 2 support for running Quicken 2017.
I haven't found another personal financial product I like since Quicken 2017. I only use it locally like a check register so I don't need an online connection.
