iPhone photos getting added to an iPad even though both devices aren’t connected to icloud

My daughter uses an iPhone that isn’t on a carrier. Just to take photos, connect to friends using apps and for games. I repeat - not on a carrier. She also has an iPad that she uses for school.

The iPhone has iCloud (super small 5gb account) activated but the iPad isn’t connected (iCloud is greyed out in settings).

Despite this, some but not all photos she takes on her iPhone are getting to her iPad. She is not airdropping them. It’s random.

how can we stop this from happening.

That seems to be the explanation. Go to

Settings>[name]>Sign out

You can choose to keep some data on the iPad, but I'm not sure what. (I haven't done this.

You should sign into her account at iCloud.com to see what's there.
