iPhone 17 Pro, headphones not working for voicemails/stuck on speaker

I have the basic apple wired headphones and no issues with them working for anything other than voicemails. Music, games, and actual phone calls all come through the headphones with no issues but for some reason voicemails will only play on speakerphone. The speaker symbol next to the play button is highlighted blue and pressing it doesn’t do anything, it’s like voicemails are stuck on speakerphone.

The audio routing in settings is set to automatic and shows (headphones) when they’re plugged in. I also tried setting it specifically to headphones but no luck. Any suggestions would be awesome 🙏
