How to permanently delete photos and videos from iCloud after switching iPhones?

I had iphone 11 and earlier i bought iphone 13 when i opend my icloud on the 13 all of the deleted photos and videos that where on the 11 appeared and they was deleted that means i dont want them anymore

so please tell what should i do to remove them endlessly
