Downtime controls on child’s iPhone not working for YouTube

I manage my kids iPhone via family account thru my iPhone. I set downtime schedule and also app limits. However the ‘YouTube’ doesn’t seem to be blocked no matter what. He can access hours of YouTube and I can’t seem to block it. Your entire downtime application is crazy buggy and not user friendly at all.
